Village of Brewster
Brewster Crossing (VOB Revitalization)
Just as Brewster Crossing revitalization was nearing its launch, developer Joe Cotter, died suddenly on October 25, 2024, at the age of 66. This is a Transit Oriented Development project which had submitted its application for IDA benefits. To date, no replacement developers have been found. DORMANT.
Garden Street School
This school built in 1925 has been empty for roughly 20 years. It was purchased in 2020 by 20 Garden St, LLC, a realty company located in Brooklyn for $1,475,000, then refinanced for +-$2.5M. The property was in foreclosure.
Property was purchased on March 31 with the intent of repurposing the building into residential rentals.
Town of Carmel
Braemar Living – 49 Seminary Hill Road Carmel
After being authorized for PCIDA benefits, the closing was postponed due to the financial collapse of their bank. This assisted Living project is on hold. However, they applied for and received a one-year extension for the project. DORMANT.
Diamond Point Development
Construction is complete on this self-storage project on the 31-acre former Zipkin Farm on Baldwin Road.
Fable Foods wants the owner to subdivide the property and sell 20-acres to Fable Foods as a farm, market, education center, and event space. Meanwhile, the Town has ruled that there will be no more self-storage facilities. As this location is already approved for a second self-storage building, the value of the property has vastly increased and talks between Fable Foods and the owner have gone silent. Nothing has been submitted to the Town to date. DORMANT.
Centennial Golf Club
Centennial Golf Club has received approval for the construction of 60 townhomes. This would reduce its courses from 27 to 18 holes. They previously received approval for the town of Southeast to move 228 parking spaces from their current location in Carmel to the Southeast. APPROVED. Moving forward.
Gleneida Distillery NY Inc. Project:
The proposed Gleneida Distillery NY Inc. at 39-41 Seminary Hill Road (13 acres) and 1801 Route 6 (17 Acres), Carmel has been in progress for several years.
In October 2023, the Alexandrion Group announced their plans to downsize the proposed distillery and to add a 250-room destination Hotel/Convention Center to this project. This would require new approvals from the Carmel Planning Board and an updated application for benefits from the Putnam County Industrial Development Agency (PCIDA).
Nawaf Salameh, the Founder and President of Alexandrion Group, which specializes in spirits and wine production, died suddenly in April 2025 at the age of 59.
We have been informed that one of Mr. Salameh’s three sons will be the new President and he has stated his commitment to their Project. As of the end of December, the Town has received nothing new. DORMANT.
Gateway Summit, Route 6
Toll Brothers have taken over Paul Carmarda’s Gateway Summit, situate along Route 6 east of Putnam Plaza. It is actively under construction as Overlook and has an open sales office. Overlook is a 150-unit multi-family (65 senior housing, 35 non-age restricted) development.
The Fairways, Route 6, adjacent to Gateway Summit is another 150-unit multi-family development. This is all non-age restricted. APPROVED. DORMANT.
Carmel Residential
This residential project is for 40 town homes on an 18.6-acre parcel. This project is located at 119 Seminary Hill Road, Carmel. APPROVED by Planning Board and by Health Dept.

Town of Kent
Patterson Crossing
Retail, partially in Patterson. This project’s approval has been extended. DORMANT.
Kent Manor
Proposed 150 townhouse project. Not approved to date. DORMANT.
Property to watch:
54 Bowen Road: 135-acre vacant property with an easement for access from Route 52 through Ray Singer Court (where the Recycling Center is located and adjacent to Sybil’s Crossing.) It also has limited frontage on Bowen Road and at the end of Longfellow Drive. It is being marketed as an Industrial Development Opportunity with an eye toward commercial development consistent with commercial overlay zoning.
Town of Patterson
Busolt Reception and Conference Center, 444 Rt 311, Patterson
Principal use of the site will be a conference and cultural center. A proposed 7,920 sq ft building with associated patio area and parking, as well as renovating existing barns and using the agricultural field areas. Approved July 3, 2025, and has been extended until January 2027. Waiting for other agency approvals.
The following projects are also waiting for approvals from other agencies (DOT, DEC, DEP, etc.):
Hotel on Route 311 & Fair Street, Patterson
An approximately 120-room, 4 story, Adirondack style boutique hotel with hiking trails, a grotto and a conference center is being proposed on Route 311 near Fair Street. Pete Monteleone, the owner, is also requesting four retail stores, such as a bank, a fast-food coffee shop, a pharmacy and a hair salon. They have not been in front of the Planning Board lately as they are working on approvals from other agencies, including NYSDEC.

OIA
This is another 100,000 sq. foot warehouse proposed next to Stack N Store on Route 22. No signed plans or approvals. DORMANT.
Patterson Crossing
Retail, partially in Kent. This project’s approval has been extended until May 28, 2026. DORMANT.
Masrostanza Project, 3131 Route 22.
Originally approved as the Frantell Project in 2006, this project is for 22,500 sq. ft. of retail space. RE-APPROVED on September 4, 2025.
25 & 31 Front Street
Conceptual plan has been presented to the Planning Board. It calls for two 3-story buildings with retail on the first floors and apartments on the second & third floors. There is existing water & sewer on Front Street.
Property to Watch:
111 Ballyhack Road. Approx. 300 acres on the easterly side of Route 22, 49 acres of which are zoned commercial. This was once an educational Alliance summer camp, then a United Jewish Federation summer camp until it was purchased by Camp RE LLC in 2005. There is both a beautiful lake and a sewer treatment plant on the property.
Town of Philipstown:
Hudson Valley Shakespeare Festival – update
The permanent open-air structure, downsized from the original 225-seat indoor theater, is under construction. The 20-room hotel that was proposed was removed from the project; however, there is seasonal artist housing.
Phase 2 of this project was approved in January 2025. It consists of the construction of 6 buildings in general conformance with the approved Master Plan. 4 smaller lodge buildings will each contain 4 individual lodging units, the 5th individual lodging will contain 16 lodging units, a common amenities area and an outdoor common deck.
Hudson Highlands Reserve, off Route 9, between Horton Rd and East Mountain Road North. 22 single-family homes. APPROVED, but not under construction.
Property to Watch:
St. Mary’s in Garrison. 781-783 Route 9D, Garrison
31 acres on the Hudson River, 42k sq. ft building plus a gym with 15 offices.
Town of Putnam Valley
Peekskill Hollow Preserve, formerly Arrigoni Development-824 Peekskill Hollow Road, TM#52.-3-70/File 2025-0013
The subject property consists of +/ 1.34 acres of land and is located at 824 Peekskill Hollow Road, within the CN Zoning District. The applicant is proposing a 100 x 51 ft. commercial building. The applicant requires a Site Plan, Wetland and Major Grade Permit and SEQRA review.
22 Living Springs
Property consists of several abutting parcels of land situate along the Taconic State Parkway just north of Bryant Pond Road. Site is a brownfield and is being remediated as per Planning Board Resolution. No proposals in front of the Planning Board currently.
YMCA at 684 Peekskill Hollow Road, 79.2 acres, is proposing renovation and upgrades to its existing facilities.
Town of Southeast
The Farm at Brewster Yards (formerly ProSwing), Pugsley Road.
Brewster Yards is a proposed year-round sports, recreation, and events facility on a 46.6-acre property located on Pugsley Road to host baseball and softball tournaments and provide a training center for all ages and skill levels. The complex would include a 45,000-square-foot recreation building, nine synthetic turf fenced and lighted baseball fields with amenities, and one synthetic multi-sport field. The project was approved and then downsized. Approvals have been renewed. It is on hold indefinitely due to lack of funding. This property has been designated for recreational/educational use, which would make a sale difficult. DORMANT.
Big Geyser, 22 Sutton Place. Proposed renovation of an existing building (Formerly Hardscrabble Tennis Club) into a distribution center for a beverage and snack company. APPROVED. IN OPERATION.
Bravcor LLC, 66 Fields Lane, 28,880 square foot warehouse & office space. APPROVED, but approval lapsed. Needs to seek re-approval.
Dignelli Ventures, LLC, 341, 357, & 361 Rt 312 in the ED Zoning District, sized at 1.509, 2.65, and 2.38 acres, respectively (total 6.54), each with a separate entrance from Rt 312.
The Applicant, proposes to demolish an existing 1-story building, merge three parcels into a single 6.54-acre lot, expand parking and loading, and construct a new 20,560-sf building for Iron Horse Transit (a Warehouse use) and a truck repair shop (a Motor Vehicle Service Station use). The existing building would continue to be occupied by Bartlett Tree Service, office space, and an existing private truck repair shop for tenant use only. The proposed parking area includes 38 parking spaces and 85 truck “loading” (parking) spaces. The area of disturbance is approximately 5.5 acres and would result in approximately 0.4 acres of new impervious gravel area, which results in 68.3% coverage (45% permitted). New stormwater management and septic are proposed. The new building would be located 17’ from the front lot line (100’ required). The Proposed Project requires Planning Board Site Plan, Conditional Use Permit for the Warehouse use, and Subdivision Approval, area variances from the ZBA, and a Town Board Special Permit for a Motor Vehicle Service Station. The Planning Board approved a Special Permit per § 69-15 on 12/9/24 for excavating/grading related to this project. The buffer of offsite NYSDEC Wetland BR-18 extends onto the property and a wetland permit may be required.
Orchard Hill Logistics, 151 Field Lane, 2 buildings, 150,000 sq. ft. and 50,000 sq. ft. APPROVED.
Maco Land Project, 1651 Route 22, approved in 2016 for 9,800 sq. ft of office space. The new plan is for 5,406 sq. ft. (lower, upper & mezzanine, multi-tenant trade space. APPROVED. Not started.
Morefar (Back O’ Beyond), Federal Hill Road
Existing exclusive, private golf club is proposing complete renovation of existing buildings and changes to the golf course. Once approved, this is estimated to be a 2-year project.
Nico’s Seafood, 3601 Danbury Road/Route 6 (was called Southeast Plaza in 2013). 2-story retail, office, and warehouse, 7,360 sq ft on 3.79 acres. On-site wastewater treatment. APPROVED. Site work is in progress.
NYS Police, Highland Center, 126 Independent Way off Route 312 on 0.35 acres. 1-story, 6,000 sq. ft. NYS trooper barracks. Approved, but no NYS Funding is available at this time. DORMANT.
PLDC, LLC, 45 Holmes Road. Proposed warehouse across the street from a residential area has received a lot of pushbacks from residents of Holmes Road. Project has been downsized. Not approved to date.
2 Geneva Road
Vanguard Investors Ltd are proposing a 2-story, 44,650 sq. ft. office and warehouse proposed on 3.16 acres Terravest Corporate Park. Not approved to date. DORMANT.
EE Brewster, LLC, 1534 Route 22. Proposed self-storage facility with 110-unit senior housing above it. Approved, but project is being revamped. New proposal is for a 60-unit senior housing and a major chain grocery store instead of a self-storage facility. APPROVED.
Laborers’ International Local 60, currently located on Prospect Hill Road, is planning to construct a new headquarters along Independent Way. The two properties abut one another. Not approved to date.
Starr Ridge Complex, corner of Danbury Road (Route 6) and Starr Ridge Road.
Rraci Associates seek to develop a retail complex consisting of 4 buildings (two 1-story retail structure, a 2-story building and another -story structure proposed for a bank), 130 spaces of parking, stormwater facilities and a dog park on 10.39 acres. There has been much concern voiced by residents, particularly regarding traffic and a drive through for the proposed bank. Not approved to date.
Ace Endico Transportation Lot, Zimmer Road/Endico Way
This site was approved in 2022 for 60 individual residential units such as Terravest, Phase 4. Ace Endico, in the name of Zimmer Road Enterprises, LLC purchased the properties and the sewage treatment plant (Property under Clear Waters Property Management, LLC). Ace Endico is now seeking to develop the southern portion of the property as a transportation facility as part of the overall Terravest campus. The plan provides for parking for 87 Ace Endico trucks and 6 spaces at the sewage treatment plant. The facility will be serviced by a small office/logistics building, public water and sewer and an on-site diesel fuel station.
Salinger’s Farm, Guinea Road. Proposed 6,350 square foot, 200-seat event barn with parking spaces to be upgraded from 100 to 168. Approval for this project has hit stumbling blocks as it is situate along Guinea Road, which is a Town Road with one travel lane in each direction. There are many traffic concerns.
